[SOLVED] I need help with my High-end Gaming pc getting low Fps

I got a High-end Gaming PC but I'm getting low FPS on all games like for call-of-duty I'm getting around 90-100 Fps witch I should hit around 150-200 FPS I don't know what to do at this point. I updated everything from GPU Drivers, Motherboards Drivers, Bios-Updated, Updated windows 10 64-Bit and still, nothing here is my spec https://www.userbenchmark.com/UserRun/38960888

CPU: Intel Core i9-9900KF - 71.8%
GPU: Nvidia RTX 2080S (Super) - 131.8%
SSD: Samsung 850 Evo 250GB - 409.1%
SSD: Samsung 860 Evo 1TB - 108.4%
HDD: WD Black 2TB (2013) - 84.2%
USB: PNY USB 3.0 FD 32GB - 15.7%
RAM: Corsair Vengeance LPX DDR4 2666 C16 2x8GB - 71.5%
MBD: Asus PRIME Z390-A
PSU- 750w

I was thinking of doing a full windows 10 clean install again but I don't know I want to do that it will deleted all my files but for it to not work after that I don't think it worth it.

Solution
iCue is the program from Corsair that lets you control the H100i cooler and various other Corsair related hardware. Check your temps with HWInfo64 as your CPU seems to thermal throttling.

Yes the windows power is set on performance
and im on 1080p 144hz monitor
the cooler install correctly yes
I dont know what iCue is sorry and how do I set up for gaming profile
