I need Help with my pc?

Whenever I click shutdown on my pc, the power light is still on and my fans are running. What could be causing this problem, is it an easy fix. I have 2k pro, athlon xp1800 amd with ddr ram. I have to turn power off by the surge protector or hit the reset button on the cpu. please help me, I like to have it the way it use to be, shut down properly.

Go to device manager, under Computer, check if it's ACPI PC
