I need help

So I'm making a Minecraft server.
And I use this certain command thats suppose to run the server.
When it opens in CMD it says Java is not an internal or external command.

How do I fix this? I tried fixing it by updating but it's already update to date.
I have windows 7 system 64-bit.

Hey, I'm sorry, but I don't have any experience with Spigot. If I were you, I'd ask on their Issues forum. If that doesn't help, I can try and find the answer for you tomorrow. I've been meaning to research some alternatives to Bukkit anyway.
