LGA is the pins being on the motherboard and contacts on the cpu, when the CPU is on the socket, the lever on the motherboard pushes down a cover so all pins are making contact, PGA is the pins being on the cpu and the motherboard just consisting of small holes, the lever just secures the cpu in place.
