I need so advice on my gaming pc

Hi this is the gaming of I am looking to buy I have a few questions. http://pcpartpicker.com/p/PDqFnh I am looking to play arma 3 at 60 fps high/ultra settings, will this be capable. Also I need some advice on wether to get windows 7 or windows 8.1. I know how to use windows 7 but I've heard 8.1 is faster. Also I'm looking for any suggestions about my gaming of wether I should take something out of my pc or add something because I'm kind of knew to pc gaming. Thanks

In many areas your fps is going to drop. Might have to find an experienced Arma 3 player who knows how to optimise the performance of the game with commands and all that. Can hardly tell if even that would help you to stay above 50 fps in any circumstance with let's say an i7-4770k and a GTX 970.
