Don't all motherboards come with BIOS already on it???

Say that this motherboard does not have the latest version, I would be able to update it right?

No, because it has to be running, (and you would have to go into the BIOS) to flash the BIOS.

If the BIOS on the mobo (when you buy it) doesnt have BIOS 1.30 on it. It wont turn on

You would have to take it into shop and ask them to flash it with a CPU it supports then put this one back in.

Or you would have to buy a CPU that it supports then do it

GTX 970 is any day a better deal than R9 280.
I would suggest you to go for a WD caviar Black if ur not spending money on SSD
