I need some GPU help.

For about half a year, my GPU has been giving me issues. I say GPU because I stressed tested my CPU and my ram and those performed fine. All of my other parts are new so I doubt they're the problem. But the problem is, according to the stress test, is whenever my GPU goes above 65 Celsius, it starts breaking down. What I mean is, lines just start coming on the screen and it starts going crazy. The computer itself is still responsive and I can usually ctrl + alt + delete out of there(when I do this, the screen returns to normal). But if I leave it for a few seconds as it is, it closes out of the application on it's own and just distorts. I won't say this a new GPU as I've had it since about March, and I bought it used. I knew the owner though, and he only had it a little while before that and had only been lightly used. GPU is r9 280x.
 
Seems like a driver or power supply related issue.

Reboot and download & install the latest drivers for your gpu here > http://www.amd.com/en-us/products/graphics/desktop/r9#

reboot and see if the problem persists.

I did some more digging and found that the most stable release is Catalyst 13.2

I don't think it's a faulty gpu because when I had originally bought it months ago, it worked fine. Then outta the blue, three months after I bought it, this happens. I might just go to windows 7 and see if that does anything.
