i have a rtx 3060 from asus tuf gaming with 16g of ram and a i7-6700 3.40ghZ im wondering why my cpu utilization is always so high like i could have 80% cpu uti and 20-30% gpu uti i play on 1366x768 res and im only getting 80-100 fps on big games like rust or warzone or even outbreak on cold war black ops can someone please explain

my monitor display res can be set too 1440x900 with 120hz max if i set it too 1920x1080 it drops the hz too 60, and yes tbh im just mainly looking for higher fps boosts as for graphics dont mean much too me, so i was thinking of getting the r7 3700x or r5 5600x cause i seen they both pair good with rtx 3060 on 1080p settings

I'd say 3060 is excellent for 1080p with leftover power to play at higher resolutions.
Your best bet for more FPS in this case is the 5600X, since I don't feel there's much difference in single threaded performance between 6th gen Intel and Ryzen 3xxx. Not enough to boost FPS from 80-100 to solid 120, anyway.
Not many games show tangible gains going from say a 3600(X) to 3700 due to the extra 2 cores and 4...

Thats a locked processor on a locked chipset, you wont have much, if any luck OCing that processor.

Your performance issues are due to your resolution, you are underutilizing your graphics card by playing at that resolution.
should i be playing all my games at 1920x1080? my monitor can only handle 1440x900 at 120 hz nothing above when i set my main res too 1920x1080 it drops my hz too 60
 
Depends on what you like, I would say try both out and see what offers performance you are happy with.
I personally prioritize resolution and quality over FPS, always have. So Id personally take the 1080p option, put more of the performance demand back on the GPU.

much appreciated bro im just trying to get the best fps out of my system graphics dont mean much too me i put all my nvidia settings for best performance and im still having the fps issue on most games like warzone or rust, games like those im literally running at the same fps i was on my 1660ti and i cant figure out why haha

Just to confirm, your case of having the same FPS despite having a much faster GPU is a telltale of a CPU bottleneck. The 1660 Ti is probably held back by your 6700 in those games, and the 3060 having more power to spare doesn't help the CPU performance. Maybe add upscaling in the driver settings to better utilize the GPU? But either way you won't be gaining more performance, just using the spare power to both have 120Hz refresh rate and somewhat upgraded looks.

I thought your monitor supports only 60Hz at 1080p? If you're looking to squeeze more FPS out of your current GPU, then only upgrading the processor will do. The 5600X (or if there's 5600 instead --I'm not up to date with the current Ryzen lineup) is a good choice. Better single-threaded performance all around, even compared to 10th gen Intel or Ryzen 3000 series which matters most for the vast majority of games still.

Not sure if either Windows or AMD has updated this, but I recall 1 CCX Ryzens to have better performance in gaming than the x600 series due to some strange inter-CCX communication scheduler that allows lower-end Ryzen like 3100 and 3300 (also X variants) to have great performance even compared to a 12-thread 3600 (beating even the 2600 and 3500/X). If they have, then only Ryzen 5000 will net you tangible gains in FPS, otherwise, there is an option for the 3300X since it damn well matches the performance of a stock 7700K.
