I need some help upgrading my PC

Hello, first of all excuse me I don't have much experience in gaming PC's, anyhow I have a PC that I assembled back in 2014, I use it Mainly for Gaming (FFXIV, WOW and Steam Games) and some browsing, photoshop and Office programs, I started using it more lately and now I'm thinking of upgrading it.
for example:
change the processor to i7 instead of i5
upgrade the RAM from 8GB to at least 32GB
upgrade my Graphics Card (current one: AMD Radeon™ R9 200 Series)
and I will get a new case, but the problem here is I think that my motherboard is kinda old
So I need an advise is my PC upgradable and should I upgrade it and what to upgrade specifically or would it be cheaper just to buy a new one (if so can you suggest a good one or should I assemble a new one?)

my budget for upgrading is up to 1350$
and If I'm buying a new one I can pay up to 2100$

Coffee Lake + 1080 Ti build, 4k monitor included as well, you can sell your old rig for several hundred I guess, or reuse hdd/sdd:
