Solution
A single 250GB drive won't be enough IMO. Why don't you go for a 512GB/1TB sATA SSD instead (if the price is in range)? A Crucial MX500 would be a good idea in the 500GB range.

Also, if you're going for a locked i5 8400, then a Z370 is overkill. Why don't you look for a decent B360 instead?

And, when people doesn't want to hear you, you just need to let them fall and be there to pick them up. If they refuse a hand, there's nothing much you can do other than watch over them and rub it in their face when you're right. I mean, that's what friends are for, isn't it? ;D

Hmmmm.

The second build is a bad buy. The i5 7500 is not a good choice right now. The 8400 is a MUCH better CPU.

With all that said, there are a few things to mix and match to get best performance.
Get the faster ram in the second build for the same price as the Adata 2400mhz ram.
Get a GTX1060gb, which is just a tad better than the RX580 (generally - no flame wars, thanks folks :) ) but is game dependant.
The BQ PSU is okay. For the price get a EVGA G2/G3 550, Corsair CX550M or a Seasonic S12II 550w, they will be plenty for that system, and still allow for some headroom.

edit: the keyboard, fans, case are almost secondary considerations. You/he can choose whatever styling suits best. That's more of a personal thing.

Yes KB/M is there choice and defiantly something I'mm going to argue with. He prefers Intel and Nvidia. Just going to show him this and MAYBE he might consider my build

@Yuka I put in the z370 board because he plans to upgrade to an 8700k or 8600k sometime in the future. But the current state of the GPUs a 1060 6gb or 1160/2060 6gb is good enough for now. I also have a 250gb 860 evo and I have no problem with 250GBs
