I need the name of this game.

So basically, I've been looking for it for a while now, but I JUST CAN'T seem to find the name of it! I'll describe it as best as possible.

So at the start of the game, you are on a wheelchair in a hospital, the game is first-person, and you can run around the game picking power-ups, shooting people from cars/ships. Your car shot stuff to kill stuff. Like there was some skinny burger monster that doesn't do any damage to you. Just follows you around extremely slowly and you can shoot it and it would fly up. Getting some orbs.

Aww come on. It was the best game and I am dying to know its name, it's a really old game, like not new. Like a couple of years ago old.
