Question I need to reinsert displayport before I can boot

I just upgraded my motherboard, cpu and ram

Ryzen 7 3700x
Gigabyte B450 Aorus elite
TeamGroup Vulcan Z 32gb (2x16)

I was stuck with a pc which wouldn't boot the next morning after setting everything up and I shut down for the night. I can cut the power by swithing off the psu and try again but it just starts and nothing, the power and reset swith also does nothing. Not a boot loop just nothing. (I was frightened because my previous motherboard had a corrupt bios and the backup bios did not kick in no matter what I tried.) After stressing that my new system has already met it's fate, I noticed that the vga and cpu lights on the motherboard stays on, even when the psu is unplugged.

So following the power trail, I unplugged the display port cable from my GTX 970 and the lights went out and stayed out even if I reinsert the cable and turned it on. Then with a wave of relief, the pc started up again.

I can restart without any issues, just when I shut down I need to reinsert the display port cable or turn off and on the main plug going to the pc and screen.

Why would cause this??
