Okay, to say "I need to upgrade" might be a stretch, but would like to be able to play Oblivion Remastered smoother, and I also do a lot of 3d modeling and work in substance painter so I think its been enough years I can get a semi decent upgrade for the money I have available at this time. My biggest question is what is the best upgrade I am pretty unfamiliar and I am pretty sure just going with biggest ram for the buck probably not gonna cut it as graphics cards seem to have a lot of nuances to them. Any help and place to buy would be appreciated (I live in the states)

Not sure about power supply its a lot more then I need though,
16gb ram
AMD Ryzen 5 5600x
BaseBoard Product MPG B550 GAMING PLUS (MS-7C56)

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time. We will need to know the specifics of your PSU as that will dictate what you can or cannot drop into your system.

Any help and place to buy would be appreciated (I live in the states)
What is your preferred site for purchase?

I dunno? Bought stuff from Best Buy or Amazon mostly long time ago maybe Newegg but heard they have been scamming people or something lately. Open to suggestions as I said really

The 9060 XT 16GB ($350 MSRP) or 5060 Ti ($429) MSRP are going to be your best choices around $400. Generally speaking for this price range I'd point at AMD, but it's possible some of your non-gaming workloads require or at least benefit from nvidia.

Before making any purchase you need to identify the exact power supply and age as this is the only obvious potential barrier to a good experience upgrading video card.

I would also recommend the RX 9060 XT 16GB. Unless you need it for specific workloads, the 5060 TI 16GB is too much more, for too little of an improvement over the 9060 XT. I would also recommend that you upgrade your RAM to 32GB. With those changes you should notice a very big improvement in game performance. For reference, the GTX 1060 has around half of the performance of an RTX 3060.

5060Ti, better features than the 9060XT and Nvidia beat out AMD in the RT and frame enhancement game. Plus you get better drivers typically.

The better drivers is a myth, especially with 50 series.

I thought the 8gb vram was a no-go for everyone?? Or is that only for AMD cards?

At least it was before, in the long long ago, when the 5060 ti was reviewed. Pages and pages of comments decrying the lowly 8gb vram.

8gb is definitely a no-go. Definitely want 16gb version regardless of 9060xt or 5060ti.

8GB 9060XT and 5060Ti cards, can have 30% to 150% lower performance compared to the 16GB version depending on the board, CPU and RAM.
In a AM4 board with PCIe 4, the difference is 30-50% lower performance depending on the game.

It’s really not

I think you should look at actual performance first before jumping too an arbitrary spec sheet considering the minimum GPU is a 2060 super and the “recommended” is a 3080.
