well, for less than $400, this is the best that i can find for you..

CPU: AMD FX-6300 3.5GHz 6-Core Processor ($119.99 @ Newegg)
Motherboard: Asus M5A97 R2.0 ATX AM3+ Motherboard ($94.99 @ Newegg)
Video Card: PowerColor Radeon HD 7870 GHz Edition 2GB Video Card ($176.13 @ Newegg)
Total: $378.11

if you willing add slightly more,
CPU: AMD FX-6300 3.5GHz 6-Core Processor ($119.99 @ Newegg)
Motherboard: Asus M5A97 R2.0 ATX AM3+ Motherboard ($94.99 @ Newegg)
Video Card: PNY GeForce GTX 760 2GB Video Card ($236.98 @ B&H)
Total: $438.96

the second second has much stronger gpu than the first one..

The only problem i see with your solution is the the PNY GeForce GTX 760 2GB Video Card cannot crossfire. Maybe you can suggest a MOBO and Processor to support SLI instead? BTW i was looking ~$400. going over right now is fine. just not too much.
