Question I need your help guys, what do you think and what can you tell me of this build?

Hi everyone! I found this second hand PC, what do you think of it?

CPU: I3 4160
GPU: MSI Armor RX 570 8GB
MOBO: Gigabyte GA-B85M-D3H
RAM: 8GB Kingston
STORAGE: HDD 500 GB + 240GB SDD
PSU: Thermaltake TR600w

The guy selling would like to exchange it with my HP Envy x360 touchscreen, since I'm looking for a desktop PC that can run games (my laptop can't, with its i5 and HD 520 graphics).

Is it a good rig? I'm looking for opinions; objective and subjective views, everything.

if the cpu was 4 cores it would be one amazing budget rig.My suggestion is to buy that build and just replac ethe cpu withi7-4770k.
Then it would be amazing budget build.

I've also been offered this build (I do not know the mother's model, I only know it is DDR4)

CPU: i3 7100 3.40mhz
RAM: 8gb 2x4 TEAMGROUP 2400MHZ
GPU: Sapphire RX550 4gb Gddr5
Storage: 120SSD + 1TB HDD
PSU: LNZ 550W
CASE: SENTEY RGB
