Question I/O Error Brand New Seagate 2Tb

My friend who isn't a crazy PC guy got a 2tb drive for Christmas and he gets an I/O error every time he tries to initialize the drive. Seagate's tool says the drive is fine, but even walking him through DiskPart and cleaning it and trying that way didn't work. We've tried different sata ports on the motherboard and different cables and nothing works. What else could be the issue?

It's just an MSI B450, I'd have to look through it to find the model. Yeah I've told him it's probably dead and he'll have to return it.

Are we sure he has SATA data and SATA power connected to the drive in question? (Often folks remember one, but, not the other)
