Those parts are decent. The CPU can handle decent gaming and multitasking.
The Cooler will keep it nice and cool

The motherboard is cheaper but is nice and quality

GTX 1070 will be able to handle many games on ultra at 1440p. With GTA V you may have to drop some settings to get the 60fps at 4k.

The ssd is more expensive than what you said. But it will give you great boot times and has 240gb of storage so it can hold GTA V and a few other games
