[SOLVED] I overclocked GPU, and it still running below potential.

After fixing my PC of another issue, I realize my GPU will not perform as expected. I downloaded MSI afterburner and overclocked it at +110 core clock, and +700 memory clock. The GPU is a RTX 2080 ti XC Ultra. I do not know what else to do. Here is the user benchmarks, https://www.userbenchmark.com/UserRun/29975394.
