I plan to buy a new motherboard but I have a question

I plan on buying a new motherboard but this I'm not sure on, if I were to get a new one do I have to buy a new windows 10? Does my version of windows stay connected to my motherboard or my hard drive? Is there any way for me to buy a new motherboard and transfer my windows 10 over to the new motherboard?

W10 license is tied up to MB but in most cases "Activation assistant" would let you transfer the license with your MS account. If your W10 is Retail version, no problems at all.
