i play the game at 4k.. and its look like very low resolution..Only in this game

depends on how the graphics are rendered.
even if the resolution is 4K, if the texture quality at lower settings results in low quality or "blurry" imagery, then even if it's a 4K resolution, it'll still look like crap.

What are your graphic settings?

I actually checked images and a couple videos of this game and it looks blurry and kind of like crap no matter what platform it is running on, no matter what the resolution or in-game settings may be.
it is a 2012 game that isn't very sophisticated to begin with, ie. doesn't have much going for it like tessellation etc. and there are no HD texture packs or any improved settings released over the years that I have seen.

maybe try searching for user created Mods or something similar to improve visuals.
