I port-forwarded but the port is still off

I wanted to port-forward 25565 to host a Minecraft server for me and my friends, so i went to Windows firewall and allowed both the port and server file through it, and i went to my router's settings page and port-forwarded 25565, but when i started the server my friends couldn't join, so i went to my firewall and router's settings and double check that the port is allowed and forwarded, they still couldn't join, so i went to check if the port is open using an online port checker, it said that 25565 is closed in xx.xx.xx.xx, i checked in multiple tools i also checked while the server was running, i don't know what do more :??: .
 
For some reason when i execute ipconfig it says it's not a command but yes it is in my Adapter properties, i checked "use the following IP Address" under ipv4 properties and i used that one to port-forward.
 
It's a Wifi Router (Called Mi-fi) it's wireless and chargable and portable, it can connect up to 5 devices at the same time and it can connect to a pc using USB, not sure if that what you mean am kinda nooby in networking.
 


Negative. It's by design. They don't want servers hosted over the 3G network, to much bandwidth.

The only option is the find out which ports aren't blocked, edit the Minecraft configuration to use a different port, and have your friend update his game to a different port. I don't know which ports are available though.
 


There should be a configuration file for the server that lists the port it uses. You can generally just edit the file and change the port, but you'll need to find an unused and open port on the Wifi. I doubt there are any.
