Yeah my rx580 did boot up with everything, however my motherboard did have some issues detecting either gpu when i put it in the first timeI would say, based on what you listed. Power. A 650w psu is the minimum. If you have a lesser quality power supply, it can fail to give enough power.
Have you tried another graphics card to see if that will boot up?

Overclocked? If so, stop. Determine if the GPU/monitor work.
Try booting into safe mode.
Verify that you installed the correct GPU drivers. Manually download via manufacturer's website. Reinstall and reconfigure. Do not use any third party driver installers.
Double check that the new GPU is indeed fully seated and that all power connections are correct and firmly in place. Both ends.
Try another known working video cable(s) even if you have to change ports (HDMI, DP, HDMI) between GPU and monitor.
Try another known working monitor.

6 months old with a 10 year old internal design. Don't cheap out on the psu with a RTX 3xxx. It's a bad and very cheap unit. Replace it for a unit with LLC + DC-DC topology.Its a 650 watt 80 bronze azza firebreather 12cm fan atx 2.31
