Other options:

Overclocked? If so, stop. Determine if the GPU/monitor work.

Try booting into safe mode.

Verify that you installed the correct GPU drivers. Manually download via manufacturer's website. Reinstall and reconfigure. Do not use any third party driver installers.

Double check that the new GPU is indeed fully seated and that all power connections are correct and firmly in place. Both ends.

Try another known working video cable(s) even if you have to change ports (HDMI, DP, HDMI) between GPU and monitor.

Try another known working monitor.
I would say, based on what you listed. Power. A 650w psu is the minimum. If you have a lesser quality power supply, it can fail to give enough power.

Have you tried another graphics card to see if that will boot up?
Yeah my rx580 did boot up with everything, however my motherboard did have some issues detecting either gpu when i put it in the first time

Can i download the drivers with my old gpu and then plug the new one in?

Its a 650 watt 80 bronze azza firebreather 12cm fan atx 2.31
6 months old and still in a good condition
6 months old with a 10 year old internal design. Don't cheap out on the psu with a RTX 3xxx. It's a bad and very cheap unit. Replace it for a unit with LLC + DC-DC topology.

Reset BIOS and insert the RX 580 again. Download DDU and run it in safemode to remove Radeon drivers. Let DDU turn off the system after completing the removal. Reset BIOS again, insert the RTX 3070 and fire up the system.

Also update MB BIOS to the latest version.

Good PSU brands (with good and bad PSUs): Seasonic, Corsair, EVGA, Thermaltake, Coolermaster.

650 watt is on the very low end for an RTX 3070, I would aim for at least a 750watts. That PSU you have may not be able to run the GPU when you play a game.

Of course, you are using TWO 8-pin power connectors on the GPU, aren't you? The RX580 only needs a 6 pin and an 8 pin, but the 3070 needs two 8 pins.

If you are, then it's the PSU. An "Azza Firebreather" sounds like a real piece of junk. 650W should be more then enough for a 3070, it's a 300W card. But sounds as if your PSU has a fake 650W rating and is actually putting out much less power.
