Question I put together a new pc and it will not boot.

In the system is a Ryzen 3600, G.Skill Z Neo 3600mhz 2x8GB, ASRock Steel Legend x570, 1070, 1TB NVME m.2, EVGA 650 p2. All fans and rgb works but nothing on the display then in 20 seconds fans slow down and ramp up .Then repeats. Debug LED show Dram and CPU.
