I receive distorted imagery when I drag horizontally or vertically in some programs, is this down to gfx drivers-refresh rate?

Even microsoft shows this lag this to an extent, in their windows 10 video example:-

I also receive this when dragging a frame (similar to the above) vertically in Q-dir up or down, or from the left to the right, but oddly enough, not right to left. Is it to do with the display not being at exactly 60hz? The monitor is set to 60. It is not a major issue, just out of interest :)
 
Lag is perhaps the word rather than distortion, but it is the black area as the frame is dragged above. If you drag quickly, you can create a full screen of black. In Q-Dir (which can split explorer into multiple windows), you can create a full screen of repeated lines, showing where the frame lines used to be.
