I recently installed Win 8.1 Pro on my pc and after a couple downloads from steam my borders and taskbar changed color to red,

I recently installed Win 8.1 Pro on my pc and after a couple downloads from steam my borders and taskbar changed color to red, i figured it might be a virus but i scaned with 0 results so i reinstalled windows only to have the same results, dose anybody know what this red border thing means and how to get rid of it ?

Weird.
If you right-click your Desktop and choose "Personalize"-> "color" can you change things back?

Have you tried installing the Motherboard chipset driver, video driver etc?

I googled quickly but saw nobody else with this issue.
