I recorded mine monitor stuttering? I know its imposible but still I do.

PUBG is a poorly optimized game on PC.

You might have the render distance set too high and it is overloading your CPU and causing stutters.

Try dropping the graphic settings down to the lowest setting and bumping up each setting one at a time and playing for a bit between each bump until you experience stuttering. then keep that one setting that caused stuttering at a lower level to help reduce the stutter.

But overall, try just playing the game at a medium preset and if you get stuttering at medium, then proceed to do what I said above to find out what settings are causing the stutter.

I try to set lowest setting ever.. with lowest resolution... 170fps 30% CPU usage 50% GPU usage and there is still that strange stutters, its like classic stuttering when FPS miss HZ ( I think its called tearing ), but I can record it so its lot of worse... https://youtu.be/BZmElUIxzuQ

I don't know if pubg has a frame limiter. If it does, set it to the max refresh rate of your display which is 144hz according to what you said. Otherwise, turn on vsync.
When the fps of a game goes above the refresh rate of a monitor, you get screen tearing. Always.
