well, gpedit shouldn't be available in the home edition unless you have manually installed gpedit though some method as I said before. since now you don't have gpedit and policy editor, you can enable them using
this method.
also make sure you don't have another antivirus program that may be inflicting with windows defender. if you do have another AV installed, try uninstalling that AV, then restarting your computer, then trying again to see if the same thing happens.
could you also tell me what you're trying to achieve, are you tying to disable windows defender/security? if so you can use a simple tool (which I use as well) to disable defender permanently. it works great and it will make sure that defender is fully removed unlike using the 'disable real time protection' through windows security.

I have removed Mcafe and want to disable win sec as I am having trouble browsing certain websites that are blocked by win sec.
