there was a power outage sometime back and my computer had problem starting I figured out the motherboard was the problem coz I had a blinking(amber) power button, on replacing the motherboard it did not help so I change the psu which made a little difference the fans come on and the start power button is solid amber. but will not boot, what do I do. its a dell inspiron 545s
 
You most likely have some of the little connectors that come from the case front panel buttons connected wrong or the power or reset switch on the front is bad. Try disconnecting the wires coming from the front of the case to the motherboard, from the motherboard, and see if it stills comes on when you plug the psu in.
