I replaced the motherboard on my e machine T5246 with the same board [refurbished], but its running SLOW! Like dial up speed!

I replaced the motherboard on my e machine T5246 with the same board [refurbished], I'm using it now, it works, but the fan keeps going on full blast, I go to steam for games they run fine, it takes 2 hours or more just to download updates, VLC player 720 movies play fine, its just the in between programs or websites, Its like dial up! I checked all of the BIOS settings, no luck, any help? Has this happened to anyone else?
 
ook it turns out I have the wrong board, even though they're exactly the same, the # is slightly different. I'm going to see if I can put a quieter fan on, its pretty much my only option at this point.
 
ok now I remember what I did, my old board was to the Emachines T5246. those are PROBABLY the drivers i have in now. but the board i have now is to the Emachines T3616, both towers and boards are identical, [from what I can tell] I cant download the T3616 BIOS drivers because they're ALL for stupid Vista, and I'm running win 10 X64. the only reason I can remember why I updated the bios for the other board was because they were win 7 or even win 8 drivers, which will work [or SHOULD] work on win 10, but because of the board I have now, I cant find anything but Vista drivers, so am I screwed? Or is there another way to get this board to run at its best??
