The only difference between the 2 items listed is that one is the OEM edition and the other is the Full Version... the only thing that is a little confusing is that the OEM edition is more expensive than the Full Version, its normally the other way around...

OEM editions are normally sold at a cheaper rate, as they are only meant to be supplied with a new PC.

^this is incorrect. windows 8/8.1 does not have different "full" and OEM versions of the license like windows 7 retail/OEM. ALL non enterprise licenses of windows 8 are OEM and if you read the descriptions you will see they both say they are OEM. they are both meant to be sold at retail, not only with a new PC.

The only difference is that the "full" edition is supposed to include the 32 bit and the 64 bit disk instead of just one or the other. So either outlet PC is doing something they should not with their "full" version and taking the 32 bit disk out, or they don't know how to do a product listing. either way I wouldn't buy from them

This is also incorrect. The cheaper one is the basic "Home" version. the more expensive one is the "Professional" version of Windows 8.1.
