Use the Windows CD, and run SETUP.EXE from the Start\Run Command Line. That's the easiest way to replace missing Operating System Files. You <i>could</i> use the System File Checker located in Programs\Accessories\System Tools\System Information\Tools ... but it is tedious, and unless you have run it at least once, also worthless.
I've removed IE from a Windows system, more than once ... but let me tell ya, you aren't going to find a program that is more deeply integrated into the OS. Unless you are an experienced user, I'd leave it alone. It's better to upgrade it to a functional state than try to remove it.
Comment. Why are you running Active Desktop, dude? It's a buggy memory hog ... one of the worse ideas that ever came out of Microsoft! You'll definitely get better system performance if you turn it off.
