Question I sorted the motherboard.

Damn, I just legit hate myself, the previous computer was fixed, now it was the other one. I used the screwdriver to sort those thingies as shown in the image (link)

I was shocked to find out that the PC just booted for a split second then just turned off, video link is here. (https://f18-zvc.zdn.vn/58e2091f9fab76f52fba/2809109139236361007). Are there any solutions to fix the problem without buying a new motherboard or this error was fatal? Thanks!

PC specs:
CPU: Intel Core I7-4770 3.30GHz
Motherboard: Gigabyte GA-B85M-HD3
RAM: G.SKILL Ripjaws Series 8GB (2 x 4GB) DDR3 F3-12800CL9D-8GBRL
GPU: Nvidia GeForce GTX 470 Ti
PSU: AcBel Plus 470W

Those errors are generally fatal in my experience.

What do you mean by "sort the thingies?"

Do you have another PSU to test with? With that junk PSU in there, your PC was always terminally ill.

What's the GPU? There's no GTX 470 Ti. If you were using a GTX 470, that's a card that could get up to 225W and spike higher on a PSU that was only specced for 300W of +12V power.

Like Jay, I do worry that this was fatal. Was this happening before you "sorted the thingies?" Some solid information about the things you did and the general history of the problem, plus things you tried, like running without the GPU or another PSU, would be greatly helpful. We're not mind readers here.

I used the screwdriver to "short" the thing (I don't know the name so pardon me) circled in this image (https://prnt.sc/1wu838). The PC died right after I "shorted" it, I thought it was okay at first, but when I tried to reboot the PC, it happens exactly what I said previously.

The PSU still works fine after ~3 years of work, I found nothing wrong with it.

Oh, you've already tested the PSU? Can you post an image of the output from the load tester and oscilloscope?

Why did you short that? And can you look at the GPU? Details are important.

Sorry for the late, really late response. The motherboard "injury" was fatal. I got a PC technician who came to check my PC, and he said the motherboard is done and I have to get another one. I shorted the one small thing in the motherboard, now the whole thing is gone. Although you didn't help me fix the motherboard, at least you did care about my problem. Thanks for trying your best!
