I switched off computer before system restoer was complete

i switched off my laptop coz it was taking too long and now it switches on but won't give me the sign on option. it say Windows can not complete instalation in safe mode, restart the computer

Probably you'll have to do a repair-install using the Win DVD; it's like starting a new installation, but you choose to repair an existing installation.
Patience is a virtue...

You botched up the Windows installation by doing that. It's time to either do a windows repair, or a full reload.
