I think I have a problem with my PC :(

Hello everyone, I recently upgraded a Dell Optiplex 745 with a Q6600 and GT 730 1GB GDR5 and it has 4gb of ram.
Now, after installing windows 7 (with no gpu drivers) I could play 4K video easily on youtube with no lags. On windowd 7 I couldnt install the GPU drivers so I changed to windows 10 and the GPU drivers were alredy installed and when I tried to play 4K video it lags a lot thr CPU goes to 100% and the sound lags a lot too and the PC almosto frezzes. When I play games like CS GO the same thing happens, the specs are good but they dont looj optimized or something, I really don't know whats happening. I usually get 40-50 fps but very laggy fps and whe I start shootinh or looking at smokes it goes down to 5-10 fps... my brother as a dual core pentium with a GT 730 2GB and 4gb of ram and he can play everything fine and watch 4K videos on windows 10. Now whats my problem? The specs are decent for CSGO and 4K videos on youtube but there is something wrong 🙁
Should I install windows 7 again and try to install the GPU drivers and see its performance? Someone help me please Im sad I spent around 80€ to upgrade this PC and its not working properly when it should for its specs 🙁

A GT 730 shouldn't be used for 4k streaming

Thats not the problem. And the CPU alone can stream 4K video. Why not with the GPU.

alot of things will tell you that you can stream 4k video, doesn't mean you should

Again, the problem is I cant and my brother can, why is that happening? Thats my only question
