Question I think i shocked my Gpu

I Noticed a black sticker thing on one of the screws on my gpu, decided to touch it and i felt a little shock, there was no visible zap or discharge, just a little shock u would get from touching a door handle. I then went to touch it again and it shocked me again. No where else on the card does this happen as i touched all over it. It just shocks me when i touch that black sticker. Can someone please tell me if i fried my card or something as i am losing sleep because of this!!!! Just some context i was grounded as i touched my case every min or so, and the card was a rtx 2070.
 
There are three "signs" to look for:
  • crashes: something got damaged and now the card is encountering errors where didn't before
  • computer won't boot anymore: enough damage to cause the card to fail to initialize during boot and make the computer shut down after a few seconds
  • smoke/fire: the static discharge caused an IO to develop a short from power to ground, dissipating enough heat to turn itself into magic smoke
