I think I'm Bottlenecking

I think I'm having an issue with my card when using EVGA precision X because when i try to set the GPU and Memory Clock offset it just doesn't seem to affect anything when i play Fallout 4 because my fps just stays 60 then when i walk around some parts i get dropped to 30-40 fps which is really bugging me. I've set the GPU offset to +175 and Mem Clock offset to +400. I would like to know if im doing anything wrong
My Specs:
AMD FX 8320 8 core w/ CoolerMaster Hyper T4
EVGA GTX 1050 ti sc
16 gig RAM
ASUS M5A99FX Pro R2.0
Thermaltake 500w
 
Solution
The 1050 Ti can not run Fallout 4 at High settings at full HD and maintain 60 FPS, even on an Intel CPU. It fares even worse with Ultra settings in that game.

Either live with the results, upgrade some hardware, or lower the settings in the game to achieve a frame rate you find acceptable.
