I think Im getting some Kind Of Throttle?

Hi so i recently just built a new pc the only things that arnt new are the cpu and gpu.
anyway so i notice when i play games after a while (maybe an hour or so from a cold start) I start to get these huge fram dips for about 3-10 seconds and then boom back to 100+ fps. According to Hardware monitor while running it when im playing it never hits 100% on all cores and the max temp it hit was 78.4c. My gpu hit a maxx of 89c however. I should also mention i have a very small case https://www.newegg.com/Product/Product.aspx?Item=N82E16811147262 (Could be why the gpu is so hot but how can i reduce the temp of it without getting a new case?

My specs:
Fx 8350
16gb vengance ram ddr3 1600mhz
600w thermaltake psu
ASUS M5A78L-M PLUS/USB3 AM3+ AMD 760G (780L) / SB710 USB 3.0 HDMI Micro ATX Motherboards - AMD
rx 480 4gb
120gb pny ssd
 
First replace your front intake fan with a good one that has high air flow. be quiet!, Noctua, Corsair, you need maximum CFM.

Once I put a 92mm fan right over the blower fan of the GPU to cool an overheating video card.
I called it my Twin-Turbo cooler.
 
Use AMD Overdrive for more accurate temperatures and other measurements. Core temperature shouldn't go over 62c, CPU-ID HW monitor shows "Package" temps that are not as relevant as Core temps and maximum is ~90c.
Another problem could be power delivery to CPU and that could be caused by overheating VRM that are just under par for 8350 on that MB.
 
I got amd overdrive the temps were roughly the same. So your both saying my gpu is getting to hot then? I just played another session today it hit 90c (gpu) its never gone above 90c tho thank god. I have some old bigger case fans from another case I'll see if I can fit them in might be to big for case. I can post a picture of my case if that helps so you can see what I'm dealing with in terms of room and airflow.
