Question I think I've been hacked? Need some help on next moves

Hi,

So lately I've been getting some emails on accounts about "suspicious activity" going on in some of my accounts and someone even logged into my instagram a few days ago. I reset all my passwords as soon as it happened and I thought I was in the clear. But today I find out that I'm signed out on ALL my google accounts for some reason, I don't know why. I checked if there's any other devices logged but I don't see anything. Can you guys suggest what I do?

Reason: The reason I was "hacked" might be because I was trying to download a plugin for Adobe After Effects and clicked on a sketchy link, then ran a .exe that did nothing. Then this started happening after 2 days

Note: I was only signed out of my google accounts in my PC. Not on my phone

Format/reinstall Windows and update.
When creating a local/MS account, create a new password.
Reinstall all your programs (downloaded from legitimate sites).
Change all online passwords again.

When reinstalling windows I shouldn't keep any of my files, right?

If you can easily recreate them (or restore them from back up made pre-virus) then no.
