Question I think my CPU cooler is broken but not sure

So recently I noticed my CPU temperature whilst watching twitch using brave browser was very high. I wen't into bios and I made all my fans max however whilst I was also in the BIOS the temperature of the CPU started going up slowly. I figured there might be something wrong with my CPU cooler as I see a correlation between CPU usage and CPU temp. The temps seem to shoot up when I hit around 30% CPU usage.

- this is my pc with nothing but discord, Microsoft edge and coretemp open, I believe it was at around 5% CPU usage maybe

- this one was around 20 seconds after opening fortnite. As you can see the temps shot up fast but it was only using 27% CPU.

first screenshot is first loading a twitch stream, 2nd one is around 5 minutes after. The CPU usage fluctuates between around 7 and 20%

- playing roblox with my brother and my went to this briefly. quick update to this - CPU usage is steady around 10-15% and temps are staying in between 60-70.

I have an i7 9700k, 2070 super.
Does this seem like a CPU cooler issue to anyone else? And if anyone has any better ideas on how to test that would be great, thanks.

What is your cooler?
What is the make/model of your case and what is the fan arrangement?
I ask because any cooler needs sufficient fresh air to work with.
My cooler is a NZXT Kraken M22
My case is a NZXT H510 and I have a top fan side fan where the radiator is attached to -https://i.imgur.com/PV9k8vc.jpg

This has only become a recent problem, and I'm using my PC with the side panel off to hopefully give it more air.
 
What might have changed recently?
Looking at the photo, I think I would remove the top fan.
It is directing the airflow out the top and not letting cooling air easily go through the aio radiator.

How old is your cooler?
They do not last forever.
Over time, they lose coolant and let air bubbles into the system.

If you are inclined to replace the M22, a simple tower type air cooler with a 120mm fan will provide the equivalent cooling.

I'm not sure what could have happened to be honest, I've being using it for maybe around a year I'd say. If it most likely is the cooler that's broken, I would most likely replace it with an air cooler this time. But is there anything it could be before I order a new cooler? Thank you for the help
