Question I think my CPU is causing the GPU to dropping frames to 0-5 frames while gaming or video editing,

Just recently my PC started experience lags and stutters. I tried playing a game and started experiencing massive frame drops after an hour or so. My the temperatures for CPU and GPU look good. So I'm just wondering what else could be an issue?

MotherBoard TUF GAMING Z690-PLUS WIFI D4
Processor 12th Gen Intel(R) Core(TM) i7-12700K, 3600 Mhz,
Memory Neo Forza Faye 32GB (2 x 16GB) DDR4-3200 PC4-25600 CL16 Dual Channel
GPU - Nividia Geforce RTX 3090
PSU got a new one this year, has been working well.
