Question I think my cpu is overheating

Hi guys,
I have a gaming desktop with
Cpu: Intel i7-6850k
Gpu: nvidia 1080
Motherboard: MSI X99A GAMING 7 -- 4x PCIe x16, 2x USB 3.1, 6x USB 3.0, 2x USB 2.0
Cooling: Swiftech H220 X2 240mm Liquid CPU Cooling System - Red Coolant

I noticed my computer starting to lag after playing a game for 15-20mins. I checked the task manager and found memory was around 8/16gb and cpu was only at 30% during play. So I figured it must have been the cpu throttling itself due to overheat.

I checked the MSI motherboard interface, it said the cpu was raising from 60 to 70~75C during idle. Which didn't seem right. All the fans were spinning fine with no dust clog. Same was for the rest of the case. A little dust but no major dust layers.

I see the bubbles moving in the tubes when I boot up and shut down. The cpu end of the tube feels really hot, but the other end is not nearly as hot.

Is the cooling system the issue here? Or could it be my motherboard&cpu? If so what would you guys recommend for me to do?
