I have had this setup for awhile. I have only ever upgraded the graphics card. I think its time for an upgrade but don't know where to start. Any advice would be greatly appreciated. The computer may also be overheating as I have a beep setup to go off when its close to getting too high.

Solution
Yes that CPU is very outdated and definitely is a bottleneck to your RX 580

I would suggest a B450 mobo and the Ryzen 1600AF or Ryzen 2600 if you are on a budget. Unfortuantly it seems the prices of both chips have jumped up in the last few days. Youc an look around on eBay for a used one, both should be around 100 USD at the highest used.

You will also need DDR4 RAM, This is a good pick for Ryzen https://pcpartpicker.com/product/n6...b-2-x-8-gb-ddr4-3600-memory-f4-3600c18d-16gvk
