I think my CPU or MOBO is dying? Please help!

Hey guys. Hope everyone is having a good weekend. Yesterday I woke up and went to turn on my computer like any other day, except this time it was different unfortunately. My computer hangs on "Starting Windows" for 3+ minutes before loading into the OS.

AMD FX 8370E
16 GB Corsair Vengeance DDR3 RAM
Corsair AX850W Gold PSU
OCZ Agility 128 GB SSD
1 TB WD HDD 7200 RPM
ASUS M5A97 LE R2.0
NVIDIA GTX 760

I guessed that it was the SSD since it is over 5 years old and a sector went bad or something. I wasn't able to test it because once the OS loaded up, it was unbearably slow. I could not open most programs or anything. Disk Management wouldn't even list the disks.

I've read that CPU's very rarely fail, MOBO's fail a little bit more often, but Hard Drives fail much more often and so I logically thought that was the culprit. I went to buy an 850 EVO and started to install Windows on it from a bootable USB and to my surprise, the installation hangs excessively. So much so, to the point that it won't even let me get to the screen where all of the storage options pop-up to select which HDD you would like to install Windows to. I also noticed this clicking sound near the CPU that I either never heard before or just never noticed (it is not coming from the HDD's, I put my ear next to them and they are silent). I'm pretty frustrated because I was hoping it was just the SSD and that would be that, but the problem is one I have not dealt with before and I'm not sure how to troubleshoot CPUs/MOBOs other than replacing them with new ones to test it out. I would really appreciate some help with this! Thank you!!!
