Question I think my GPU is busted

I have a rx 470 and recently the monitor it's connected too will turn on, but there is no visual output. And when I can get a output, if I play a game that's intensive on the card or run easy games at high frame rates my entire PC will stop responding all together. Does anyone know if I can fix this somehow or if there is a GPU that's a good upgrade
