I Think My GTX 950 SSC is Under Performing

So on CSGO with everything maxed it will stay around 80 FPS but then sometimes it will drop to 60 it's nothing bad but I was expecting much higher fps. Also on Skyrim stays around 60 but when I go into Whiterun(Ultra Settings) it will drop down the 29 at a few places just wondering do you think its under performing ?

you using an entry level cpu. at some ponint the gpu and cpu combo you have is hitting the performace wall.

when you ready to rebuild look at pc builds and reviews. most entry gaming machine now use i3/i5.
