I think my motherboard is partially fried?

So I was playing an old game on Windows 10 (Bully) and it completely froze whilst I was playing. I couldn't use any keyboard shortcuts (ctrl alt delete, alt f4, ctrl w, alt tab, windows tab) so there was no way for me to turn off my PC. The only way I could turn it off was from the wall so that's what I did.

So now, my PC doesn't start up too well. I'm using my PC right now but when I start it up, it either:
a) turns on for 5 seconds (led, fans ect) then turns off then turns back on and it keeps repeating
b) it turns on but nothing is displayed on my monitor at all

What do you think it could be? Thanks so much to anybody that tries to help me :)

Normally is really hard to tell if you don't have the information of the computer.
But see if your CPU fan turn on immediate when you turn on,so is your box fans,or check your graphic card and Ram,try taking your external gpu out and plug in to VGA plug normally.

Yes it does, I forgot to mention that :p
It makes a beeping sound when it turns on normally but otherwise it doesn't.

Is it a normal noise like two beeps or some error message?

Is the power supply good?because most PSU can screw up the PC.
