I Think my pc git hit by virus

You need to boot into safe mode to start working on this problem. You aren't going to get anything done in normal Windows as the malware will block you. New accounts aren't going to help you.

1.Reset the PC

2. Spam F8 until you get to boot options menu

3. Select safe mode with networking and log in

4. Inside the safe mode desktop see if you can get online and download Malwarebytes.

5. Install malwarebytes, let it update, and then do a full system scan

6. While the scan is running, windows key - > sysdm.cpl -> system protection tab -> Configure -> and delete all system restore points.

7. Finish up the scanning and malware removal (assuming that is the issue) and then boot into normal Windows and see if things are more normal. See...
Now i tried making a new administrator acoount and deleted the old one. I cannot connect to the internet. And whenever i press to one of my folders in my hard drive, a permission to acess the folder is needed, when i click on continue it doesnt do a thing. There is some loading thing but when it goes to the end it doesnt do anything

After that is done we can start fixing the damage like the folder permission issues if they still exist after the malware is removed.
