so recently when I woke up and turned the pc on, it's being weird somehow. It just doesn't appear the asrock logo or can't even boot into the bios and it just appears to be in a restart loop, and even though the fans are spinning, it is spinning weirdly, sometimes strong sometimes weak I mean the fan speed. Also, keyboard and mouse appears to have no power symptoms (no rgb shown) but the cpu fan and the motherboard has rgb I tried the method below
1.unplug the ram and plug it back
2.use rubber to clean the ram gold part
3.unplug the cmos battery for 30 secs and put it back
and still don't work
here are my specs:
r5 1500x
16gb ddr4 3200mhz ram
b450m steel legends
550w 80+ bronze antec psu
r9 fury

Does the following link present the User Manual applicable to your motherboard?

https://download.asrock.com/Manual/B450M Steel Legend.pdf

[Verify that I found the correct manual.]

Motherboards use 3 different voltages. (See Section 2.6 starting on physically numbered Page 28.)

So any given problem (be it the PSU or the motherboard) could result in some system functionality (i.e., RGB lights work) but some other component does not.

And it could go deeper, Page 52/53 shows the physical connectivity needed for RGB. However, the lights may not be controllable due to some software problem.

Double check the UEFI Settings starting on Page 55. Do not make any immediate changes. Just note current settings and determine...

Did you try a new CMOS battery?

How old is that Antec 550w PSU? Heavy use for gaming, video editing, or even bit-mining?

Power down, unplug, open the case.

Clean out dust and debris. Ensure that all all connectors, cards, jumpers, etc. are fully and firmly connected. Not just RAM alone.

= = = =

Do you have a multi-meter and know how to use it Or know someone who does?

Not a full test as the PSU is not under load but any out of tolerance voltages may be revealing.

Or, if possible, borrow and install another known working PSU.

Then investigate any settings that are not as expected.
