Question I think my system is stuttering.

This issue seems to only happen when watching videos on youtube, twitch, etc. Like at random, it stops for have a second and buzzes, with my screen also freeing (Example in the video). Is there something I can do to stop this issue? (I don't take credit for this video, I'm just using it as an example of what's been happening for the past 2 days)

How old is the PSU? Have you tried uninstalling and reinstalling your GPU drivers? Use DDU to uninstall and the latest drivers off of AMD's support site. Latest BIOS update for the motherboard? Which version of Windows 10 are you on?

I recently just bought the psu about last week or so. And yes I have uninstalled my gpu drivers with DDU and installed the latest driver (19.6.2) for my gpu from AMD's site. I updated my bios last week, with the latest version (7A33v3J1 ) I even updated the rest of my hardware, and double checked to make sure my all my hardware drivers were the newest. My windows version is 1903.
 
Yes.There are reports on Google Forums and sporadic reports here and there on several different forums.With about 6% of users on 1903 and the majority on 1803 bug fixes will take longer than usual.
