I think my Xbox 360 controller is causing a USB power surge

When I plug in the controller a popup shows up saying there is a power surge and then all of my USB devices stop working. It's either the controller's fault or that USB 3.0 PCI that I installed but I think it's the 360 controller because when I plug it into the USB ports that come with the board it still does the power surge thing.

Just a note I have the cable for the front USB ports plugged into the extra PCI usb card instead of in the mobo header. Don't know if that causes problems but thought should let you all know.

Rule out stuff.. first make sure it's the only USB device connected so you don't have to worry that something else is drawing a bit heavy. Bypass the a hub if you have it. Try it directly off the motherboards USB ports. If it's still an issue, but other USB devices seem to work fine, then obviously the xbox controller is suspicious. If you're feeling adventurous, may disassemble the gamepad, and disconnect the rumblepack motors on the chance that one or both are bad.

I plugged the X360 controller into my brother's laptop and it didn't turned on, and the green light would flash when I play around with the wire so I'm pretty sure it's the controller's fault but I can't see anything wrong with it.
